11 November 2010Losses caused by natural disasters across the world could triple to $185 billion annually by the end of this century, even without taking into account the impact of climate change, according to the findings of a joint study by the United Nations and the World Bank unveiled today. The consequences of climate change could lead to more losses with tropical cyclones alone causing damages worth between $28 billion and $68 billion, says the report, “Natural Hazards, UnNatural Disasters: The Economics of Effective Prevention,” which was released in Washington.The number of people exposed to storms and earthquakes in large cities could double to 1.5 billion by 2050, according to the report, which was prepared by the UN International Strategy for Disaster Reduction (UNISDR) and the World Bank.The 250-page report outlines a number of simple measures to prevent death and destruction from natural hazards, such as earthquakes, hurricanes, and flooding.Governments can, for example, make information about hazards and risks easily accessible, while providing land titles reduces the possibility of eviction or demolition, and encourages individuals to invest in safer structures.Removing rent controls can restore incentives for landlords to maintain buildings, the report says, adding that refocusing existing public spending to prioritize day-to-day operations and maintenance, including repairing roads, painting steel bridges and keeping drains clear, would prevent damage.“This report presents necessary evidence and a compelling case for our client countries to reduce their vulnerability to natural hazards so that they can develop in a sustainable and cost-effective way,” said the World Bank Group President, Robert B. Zoellick. “We, and our partners in the Global Facility for Disaster Reduction and Recovery (GFDRR), stand ready to scale up efforts to assist disaster-prone developing countries in addressing this threat to the safety and livelihoods of poor people.”The report stresses that it is the vulnerable, not the rich, who bear the brunt of natural hazards, whose effects are often compounded by distorted policies. It notes that there were 3.3 million deaths from natural hazards in the 40 years to 2010. Almost one million people died in Africa’s droughts alone.“This timely report arrives when so many disasters have already happened this year and affected millions of people in Haiti, Pakistan, China, Viet Nam, Indonesia and elsewhere,” said Margareta Wahlström, the Special Representative of the Secretary-General for Disaster Risk Reduction.“We hope that the report will help governments better understand the added value of disaster risk reduction policies so that they can invest more in prevention and protect more people and their assets in the future,” she added.Damage caused by natural hazards is particularly high in middle-income countries, the report notes. Poor and middle-income countries suffered the most, but the report emphasizes that “geography is not destiny” and calls for more spending on early warning systems, particularly weather forecasting.“Warning people of impending hazards saves lives and livelihoods,” said Michel Jarraud, the World Meteorological Organization (WMO) Secretary-General. “The report clearly shows that more can be done to take full advantage of many technological advances in predicting weather through investing in hydro-meteorological services.“The most vulnerable countries in particular require strengthening of their observing networks and infrastructure to establish effective early warning systems to warn their populations against disasters,” he added.
The ongoing United States military drawdown in Iraq is making it more difficult for the United Nations to carry out its operations, which range from the humanitarian to the development to the political fields, Secretary-General Ban Ki-moon says in his latest report on the country.“While there has been gradual progress over the past several years in making the United Nations more self-reliant in Iraq, certain security and logistical arrangements still being provided by the United States will need to be replaced,” he writes in the report, in which he also cites continuing though lower-level violence and the need to build swiftly on gains in the political field to provide essential services to the Iraqi people.“While steps are being taken in this [security] regard, this will only be possible with strong financial support from Member States,” he says, adding that overall the withdrawal of US forces is likely to have a short- to medium-term effect on the security situation as the central Government attempts to assert itself.Mr. Ban commends all political blocs for reaching agreements that appear to have ended the deadlock in forming a new government after elections in March. “The breakthrough represents a major milestone in democratic progress for Iraq and should pave the way for the first peaceful transition between elected governments under full Iraqi sovereignty,” he says.He urges leaders to swiftly complete forming the new government and ensure that it is inclusive and broadly participatory, adding: “Progress in this regard will help put the country on the path towards democracy, national reconciliation and long-term stability.”He calls for a new impetus to resolve the many political, socio-economic and security challenges, including disputed internal boundaries, particularly the status of Kirkuk, the sharing of natural resources, a revenue-sharing mechanism, hydrocarbon legislation, agreement on the balance between federal, regional, and provincial powers, and respect for human rights.“In consultation with the new Government of Iraq, UNAMI will continue to support efforts to resolve these outstanding issues,” he says, referring to the UN Assistance Mission in Iraq.He calls the recently increasing number of security attacks “a major concern,” voicing particular shock at the attack on the Catholic Church of Our Lady of Salvation in Baghdad, which left many dead and scores injured. “It underscores the fact that Christians and minorities in the country continue to face daily threats of violence and intimidation,” he writes, also condemning the “heinous” attacks on Shia pilgrims in Karbala and Najaf.“I urge the Government of Iraq to bring the perpetrators to justice and ensure that all Iraqis, regardless of their religious beliefs, are provided with adequate protection and are able to practice their faith in peace,” he adds. Turning to development and reconstruction needs, he pledges continued UN support. “The formation of a new government will mean very little to ordinary Iraqis unless they begin to see tangible improvements in their lives, particularly in the delivery of essential services and the creation of new job opportunities,” he warns.While the focus in Iraq is shifting to long-term development, there are still many humanitarian needs, particularly with respect to internally displaced persons and refugees, Mr. Ban writes, warning that no significant new contributions have been received for the Iraq Humanitarian Action Plan. “While thanking the donor community and the Government of Iraq for the support received to date, I reiterate my request for increased resources to allow the United Nations and its partners to continue their support of the vulnerable populations of Iraq,” he declares.On human rights, Mr. Ban notes that the security situation continues to affect civilians, mostly through insurgent and extremist terrorism and violent gang crimes. UNAMI has observed some improvement in detention conditions in Kurdistan, including better living conditions and access to medical services in the facilities. Non-governmental organizations (NGOs), the report points out, have alleged that Iraqi domestic law and international human rights standards are being systematically violated, citing allegations of torture, ill-treatment and rape of detainees to extract confessions in both State and non-State illegal detention centres. “Last year in Colombo, I met newly elected mayors from across the country, including the mayor of Jaffna from the Tamil north. Their plea was for help to build democratic structures and provide essential services in what is still very much a post-conflict situation. This can best be done at the community level, through local government and civil society,” he said. He says the Commonwealth Local Government Forum, working with the Commonwealth Secretariat and partners in Sri Lanka, is initiating a grass roots programme to do just that, and to assist in the healing of the deep wounds of decades of war. Just days after the Commonwealth Secretariat had backed holding the Commonwealth Heads of Government Meeting (CHOGM) in Sri Lanka, the Commonwealth Local Government Forum said Sri Lanak needs to be supported in it’s post war journey.In a letter published in the London Financial Times, Carl Wright, Secretary General, Commonwealth Local Government Forum said that Sri Lanka and its democracy need active support as well as constructive criticism in the long journey out of civil war. “In this, we will draw on the experiences of Commonwealth countries that have undergone the same painful and often difficult transition to peace: there is much that the Commonwealth can do to encourage adherence to democratic principles and good practices,” he added.Wright says while it is right to highlight human rights problems it is wrong in saying that the Commonwealth will be discredited by engagement and that the solution is to boycott Sri Lanka. Victims must have their day in court“I am ready to engage in dialogue with the authorities in Sudan to ensure that the Darfur suspects face independent and impartial justice, either in a courtroom in The Hague, or in Sudan”, said the Prosecutor. “Continued impunity is not an option. The victims of the Darfur situation deserve to finally have their day in court.”“My expectation is that Sudan, with the support of this Council, will engage in dialogue with my Office to discuss the feasibility of a mission by my Office to Sudan in the very near future to resolve these issues.” She said in the face of a resurgence of further alleged grave crimes by former ‘Janjaweed’ militia fighters who are now part of the TMC-sanctioned Rapid Support Forces (RSF), who led many of the alleged atrocities in Darfur over a decade ago, it was “simply intolerable” that reported attacks today were continuing. Attacks against civilian populations in Darfur have continued during the reporting period and appear to be increasing in severity. The approximately 1.64 million internally displaced persons in Darfur remain especially vulnerable and sexual and gender-based violence continues to restrict the freedom of movement of women and girls, in IDP camps and areas of return”, she told the Council Ms. Bensouda noted with concern “the reports that the RSF have allegedly seized facilities and assets previously held by the Africa Union-United Nations Hybrid Operation in Darfur. In this context, I support the AU Peace and Security Council’s resolve to extend UNAMID’s mandate for a period of 12 months…as well as its rejection of the TMC’s call for UNAMID to hand over assets to the RSF, and its request that these assets are handed to civilian authorities.” She said she would not hesitate to investigate any further crimes within the ICC mandate in Darfur “and where appropriate, prosecute”. “With this Council’s support, and the cooperation of the authorities in Sudan”, she concluded, “there is an opportunity, now, to make real progress in the pursuit of accountability and justice for the victims in the Darfur situation. The current reported violence against civilians in Darfur must stop and all the ICC Darfur suspects must stand trial. We must not squander this opportunity.” That is according to the Prosecutor of the International Criminal Court (ICC), Fatou Bensouda, who said she had a “clear message to convey: now is the time to act. Now is the time for the people of Sudan to choose law, over impunity, and ensure that the ICC suspects in the Darfur situation, finally face justice in a court of law.” She said the Council now had a “unique opportunity to decisively and effectively” address the wrongs committed by the security forces aligned with former President Omar al-Bashir in the Darfur region between 2003-2008, when around 300,000 were killed and 2.7 million civilians driven from their homes, according to UN figures. She called for the immediate cessation of violence against civilians in the capital Khartoum and elsewhere, since the 3 June wave of attacks against protesters calling for a return to civilian rule, in opposition to the ruling Transitional Military Council (TMC). All arrest warrants for the five suspects charged with the grave crimes within the ICC’s remit – genocide, war crimes and crimes against humanity – remain outstanding, she told members. Both deposed president Bashir, and two others, are now said to be in custody she said and are legally obliged to be transferred by the TMC. Only if they could show willing to prosecute them for the same crimes, could they remain in Sudan, she said.

This number marks the fifth consecutive quarter of double-digit percentage growth in U.S. e-commerce spending. 2011 was a record year overall for e-commerce efforts, with Americans spending a total of $161.5 billion in the virtual retail arena.
